ARTICLE 1• Booking
The guest staying at the Hotel de l'Europe-Rouen acknowledges that he or she has the capacity to contract, i.e. that he or she is of legal age and not under curatorship or guardianship. You are also required to make your identity known and that of the people accompanying you.
ARTICLE 2 • Identification
Pursuant to Article R. 611-42 of the Code for the Entry and Residence of Foreigners, an individual police form must be issued at the reception desk upon your arrival. This form will be sent to the department of the Minister in charge of immigration.
ARTICLE 3 • Security
The customer may not bring into the room third parties not known to the hotelier, unless authorized by the latter. Similarly, the client may not rent a room for a number of people greater than that provided for by the regulations in force.
ARTICLE 4 • Respect for the rest of other customers
Noise is prohibited. The customer causing disorder or scandal in any form whatsoever may be dismissed immediately. In the interest of the tranquility of the establishment, all noise must cease between 10 p.m. and 7 a.m.
ARTICLE 5 • Prohibition
For safety reasons and for everyone's respect, smoking is strictly forbidden throughout the hotel. In accordance with Decree No. 2006-1386 of 15 November 2006 setting the conditions for the application of the ban on smoking in places used collectively, smoking in the hotel exposes you to an additional charge of €68 or legal proceedings. Any untimely activation of the fire alarm for non-compliance with this provision will be charged €150 for the cost of recommissioning the fire safety system. Similarly, it is forbidden to cook in the rooms, take meals or bring drinks not provided by the hotel, as well as do laundry.
ARTICLE 6 • Degradation
The customer must use the rented property with due diligence. In the event of a problem, the customer will have to incur civil liability. In the event of damage, the hotel reserves the right to charge the guest for the cost of repair or replacement. The same applies to any infringement found after the customer's departure, where the amount of compensation will be debited from the customer's card.

Any complaint about the quality of the services provided must be presented to the hotelier immediately.
ARTICLE 8 • Forgotten business
Objects left or abandoned may be sold under the conditions provided for by the law of 31 March 1896. All shipments will be charged a minimum flat rate of 15 €.
ARTICLE 9 • Acceptance of the rules
The hotel's internal rules apply to all reservations. Any stay entails acceptance of the special conditions and internal rules of the Hotel de l'Europe Rouen. Failure to comply with the above provisions will result in the immediate termination of the contract.
ARTICLE 10 • Disputes
In the event that you have made a reservation through the various channels (websites, mobile, applications or reservation centers), and you encounter a problem following this reservation. Any complaint must be made to the hotelier before being forwarded to the Quality Monitoring Department of the Logis Reservations Centre, within 30 days of the date of stay.

Ecology in the hotel may seem boring, but it is actually simple and accessible to everyone.
Our commitment to a responsible economy
The hotel industry can sometimes generate waste, but the quality of your stay remains our priority. We are gradually integrating ecological and responsible practices, in order to reconcile comfort and respect for the environment.
From breakfast to room maintenance, water, energy and food are consumed, and waste is generated.
All of these activities contribute to CO₂ in the atmosphere, which is why we take action every step of the way to limit our impact.
Like many hoteliers committed to taking care of our planet, at the Cardinal Hotel we try, also in our own way, to reduce this overconsumption in order to limit our ecological footprint.
We do not do "green" communication on a daily basis, nor do we do "greenwashing" (1), but instead, concrete action every day and the desire to act discreetly but effectively.
To reduce the impact of our activity on the environment, we have implemented simple, common sense and long-term actions on various aspects:
Completely refurbished in 2014, our hotel benefits from reinforced insulation (walls, double partitions, double-glazed windows) and a high thermal inertia. Heating is provided by a low-CO₂ biomass boiler, and the temperature is intelligently regulated to combine comfort and energy efficiency.
The hallway lights are equipped with presence detectors, the decorative lamps and floor lamps are energy-efficient and the brands have time programmers. 95% of our lamps are LED or compact fluorescent technology, low consumption but without compromising on visual comfort.
Here, there is no television on before your arrival and our sign only lights up the façade from nightfall to 11pm.
Less consumption, less pollution!
The sea of plastic really exists… and it is growing because of the packaging thrown everywhere.
At the Cardinal Hotel, we favour sustainable alternatives: no plastic cups, but reusable machine-washed glasses.
In the bathroom, the myth persists: "the more welcome products, the better".
The reality is less glamorous: these products often end up in the trash, generating unnecessary waste… And you pay for them, as the cost is built into the room rate.
By offering you the bare essentials, we guarantee you the right price while respecting our anti-waste principles.
If you need additional products (dental kit, shaving, shampoo or shower gel), everything is available at the reception.
You probably know the principle: put your towel on the floor only if you want it to be changed.
Let's be honest: each towel washed represents a cost for the hotel, which, multiplied by all the rooms over a year, becomes substantial. In the end, it is the customer who bears the price, integrated into the room rate.
From an ecological point of view, reusing towels means less water and less transport, therefore less CO₂.
We apply selective sorting everywhere. It's invisible to you, but the waste is sorted from the individual bins in the rooms and common areas. All waste that can be recovered and recycled is stored separately. I do the selective sorting myself in the containers near the cathedral
Recycling existing materials to avoid the consumption of primary resources works! Sorting must be an obvious, automatic and above all responsible gesture. On the reception and office automation side, we favor digital documents (this guide is an example) Printing is thought out and launched only when absolutely necessary. The use of a digital tablet for reservation management reinforces our "paperless" approach.
When a paper invoice is not required, it can be sent digitally to your email address on request and with just one click.
A sheet of paper is systematically reused on its back for draft.
Computers are turned off at night like any other unused hardware.
We no longer use any detergents.
Water consumption is also reduced since 1 liter of water is enough to clean 4 rooms where 30 liters/room are usually needed.
The floors are cleaned with water. The cleaning cloths are washed at high temperatures for reuse. We do not know about the "disposable" consumable. But there is one product that we know well: elbow grease!
With us you won't see a gargantuan buffet that is the height of waste in the hotel industry.
On the other hand, we offer table service with quality products. And it's so much better to sit down and be served!
We avoid individually wrapped products in favor of bulk products. Our pastries are provided every morning by a local artisan baker. We favor seasonal fruits. You won't find a strawberry at Christmas! It may make you smile, but we do not support this unnatural production!
The quantities are calculated and adjusted, so everything that is served is consumed. Our garbage can is therefore very thin!
For the dishes, nothing is thrown away, not even the towels. Waste sorting also takes place in the kitchen.
We invite you to continue our actions during your stay at the Hotel Cardinal… and even once you get home! Here are 10 simple actions to limit your impact and feel good about your ecological awareness:
1) In the bathroom, the towels hanging are the ones you keep; those on the floor must be replaced.
2) Turn off the water while brushing your teeth and use the cups provided.
3) Reasonable shower: no more than 5 minutes.
4) Do not open or take the welcome products if you are not using them.
5) Close the windows when heating or turn off the heater to cool the room.
6) Turn off the towel warmer after use or when leaving the room.
7) Maintain a reasonable temperature in your room.
8) Turn off the TV and desk or bedside lamps when leaving the bedroom.
9) Unplug chargers once your devices are charged or when you leave.
Every little bit counts for the planet… and for a clear conscience!
We are located in the city center so there is nothing better than getting around on foot and enjoying the city.
About Bed Bugs
Don't panic! Our rooms are designed to limit any risk: refined decoration, open wardrobes, no carpets or rugs.
These little creatures are not related to hygiene, but sometimes travel in transport (plane, train, bus…). To help us avoid them, put your suitcases on the luggage rack and not on the bed or floor.
We inspect the rooms regularly, so that you can enjoy your stay in peace.

in the event of a fire
The fight against fire is above all a fight against time! If you assume that you will not be able to fight the fire do it IMMEDIATELY. Using your laptop:
1. By manual release or by pressing the master control button (SSI table) at the reception.
2. Press the general power cut at the entrance of the hotel
If you consider that the fire is impossible to control, it is up to you to first call the emergency services (SAMU, Fire Brigade, etc.)
3. Use fire-fighting equipment (fire extinguishers). If you feel up to it.
3) Drainage:
1. Close doors and windows. (Except emergency exits)
2. Pay special attention to people with disabilities or injuries.
3. Follow the evacuation instructions (on the back of your bedroom door)
4. Head towards the emergency exits by following the signs.
5. Use the stairs and not the elevator.
6. Go to the meeting point in front of the hotel
4) Wait for the firefighter's agreement to go back inside. It is important to:
• - Keep calm (don't push, don't shout "Fire!")
• - Reassure people who seem to be losing their calm.
• - Do not take the time to gather your personal belongings, leave your room as it is.
• - Do not run.
• - Notify people who do not seem to have already become aware of the alarm.
• - Never go back.
• - In case of smoke, remember that it is preferable to bend down, the fresh air is close to the ground.
• - Never obstruct traffic so as not to compromise access to the fire.
• - NEVER take risks.
5) If you are blocked by fire:
• - Close your bedroom door and windows.
• - If possible, block the door with damp cloths.
• - Stand near a source of fresh air.
• - Report your presence to the emergency services. Use your in-room phone or mobile phone
• - In case of smoke, stand at ground level.
This is general information, but always use common sense.
Rouen organizes no less than thirteen markets in different districts. They are spread out from Monday to Sunday, with an organic market on Friday and Saturday. A Christmas market is also unveiled in December.
Every year in January, the city offers its Regards sur le cinéma du monde festival, which promotes films from Africa, the Pacific and the Caribbean with screenings.
Every five years, in June, the great Armada takes place in the port of Rouen. It allows you to admire a large gathering of giant sailing ships and warships.

The historic capital of Normandy and nicknamed the city of a hundred steeples, Rouen is an exciting city. With an exceptional architectural and religious heritage, it is not surprising that it has been labelled a City of Art and History! It is great to stroll through the picturesque old quarters whose cobbled streets are lined with old half-timbered houses. Your steps will lead you to remarkable monuments such as the Notre-Dame Cathedral, a masterpiece of Gothic art whose construction began in the twelfth century. Built on the foundations of a fourth-century building, it still has its episcopal palace and houses the tombs of the Dukes of Normandy. Culminating at 151 meters, its spire is the highest in France!
Featuring a five-porch portal with carved wooden doors, and a perfect example of flamboyant Gothic art, the Saint-Maclou church is another must-see monument in Rouen. Just like the abbey church of Saint-Ouen, built from the fourteenth to the sixteenth century and which was one of the most powerful Benedictine monasteries in Normandy. Inside, note the 80 stained glass windows that adorn the abbey church on three levels. You should know that it is here, in the former monks' dormitory, that the current town hall is located.
Rouen also has one of the last medieval necropolises in Europe in the city centre: the Saint-Maclou aître. Founded during the Great Black Death of 1348, this former mass grave, now classified as a Historic Monument, still has macabre ornaments on the half-timbered facades of its galleries. Built in the sixteenth century to serve as an ossuary, the latter are revealed in a peaceful courtyard with trees.
Another remarkable historical treasure is the Gros Horloge, consisting of a Gothic belfry, a Renaissance dial and a Louis XV fountain. It is in this belfry that the bells and the city clock are located, whose mechanism, which worked until 1928, was one of the oldest in Europe!
We cannot talk about Rouen without mentioning Joan of Arc. Several buildings allow you to retrace its history, from the Joan of Arc Tower, the former keep of the castle where her trial took place, to the Place du Vieux Marché where she was burned alive in 1431. A large cross indicates the location of the pyre. In the center of this square, the church of Sainte-Jeanne-d'Arc houses remarkable stained glass windows of the sixteenth century from the former church of Saint-Vincent. To relive its entire history, the Joan of Arc Historial, located in the archiepiscopal palace, offers a very interesting scenographic tour.
The most important civil Gothic monument in France, the Parliament of Normandy has its origins dating back to the late Middle Ages. As you get closer, you'll see bullet holes on the facades, traces of the bombings of 1944. Today, it houses the Palais de Justice. And under the courtyard of the latter, you will find the Sublime House, a Romanesque Hebrew building made of stone, the oldest Jewish monument in the country. Discovered in 1976, its name follows the existence of a graffiti in Hebrew meaning "May this house be sublime".
Rouen will satisfy lovers of art, culture and traditions with the Museum of Fine Arts and its superb collection of paintings, drawings, sculptures and art objects ranging from the fifteenth century to the present day, the Museum of Ceramics exhibiting remarkable old Rouen pieces, or the ironwork museum Le Secq des Tournelles, installed in the church of Saint-Laurent and dedicated to the iron arts.
After all these visits, go for a stroll along the banks of the Seine, carefully landscaped, or in the Jardin des Plantes, with both a French and an English garden. You will find many botanical varieties as well as a beautiful rose garden.
An innovative museum with cutting-edge technology, the Joan of Arc Historial offers an unusual and fascinating perspective on the extraordinary destiny of this major figure in French history. You will first be propelled into the centre of the famous judicial inquiry that took place in medieval Rouen, as an actor and witness.
From one room to another, a multimedia journey immerses visitors in this episode from the 15th century, with captivating and educational audiovisual effects. A virtual guide leads the way on this spectacular journey: Jean Juvénal des Ursins, who oversaw the posthumous trial to declare the heroine innocent in 1456.
Next, the mythotheque will take you to explore the legend that surrounds Joan of Arc. You will discover how the myth built up and took shape, and how people have memorised and interpreted this symbol over the centuries.
In the majestic premises of the Archbishop's Palace, a listed Historic Monument, take the opportunity to admire the medieval halls, the Romanesque and Gothic crypts, the old kitchens, the sumptuous State Hall, the 18th-century Aubigné Chapel, restored in 2014, or the watchtower from which you will have a beautiful view of the city's rooftops!

Founded in 1801, Rouen Museum of Fine Arts is located in the city centre near Square Verdrel.
There are 60 rooms open to visitors, in which the 17th and 19th centuries are particularly well represented.
The museum saw its collections expand during the 19th century. After its complete restructuring in the 1990s, it is now renowned for its extensive collections. Its graphic arts room alone contains around 8,000 works of art!
As for painting, all the major art movements are covered by the works on display: the Renaissance, Baroque Europe, the French Grand Siècle of the 17th century, Impressionism, Romanticism… not counting the collections on specific themes: still life, portraits, Rouen, etc.
Two inner courtyards have been fully renovated and covered with glass rooms to extend the museum area. The south courtyard in particular has been turned into a sculpture garden adorned with green plants, and its makeover also involved the creation of an auditorium.
Don't hesitate to enjoy a drink or snack at the MBA-Café, where sculptures and plants are bathed in the soft light falling through the glass roofs.

From its orientation table in the heights of Amfreville-sous-les-Monts, the viewpoint from the Côte des Deux-Amants (meaning "Two Lovers' Hill") offers a superb panoramic view of the Seine Valley, the locks at Amfreville, the dam at Poses and the lakes and leisure centre at Léry-Poses!
This hilltop site takes its name from a very sad legend in which a cruel lord, who had refused to give his daughter Calixte's hand in marriage to a young man named Raoul, finally agreed to their marriage on the condition that Raoul managed to climb the hill with his betrothed on his back, running without a break. After he died of exhaustion at the end of his frantic run, his beloved Calixte died of a broken heart by his side. Overcome with guilt, the father buried them together and erected a priory at the top of the hill...
Below, on the banks of the Seine, you can set off to discover the site of the Amfreville locks, where you can watch the passing barges, and take the footbridge to see how the locks work and watch the boats coming and going.
In the restful setting of the Normandy Seine Valley, not far from Rouen, Jumièges Abbey is a superb example of the Romanesque style in Seine-Maritime. Founded in the 7th century by St. Philibert, it was destroyed many times and is now one of France's most beautiful ruins. One remarkable feature is the two towers of the abbey church, in the Norman Romanesque style. They stand around fifty metres tall and are an admirable sight to behold. They frame a porch opening onto an incredible open-air nave. End your visit by taking a walk through the pleasant park with its hundred-year-old trees.

Nestling in a restful, verdant setting at the heart of the state-owned forest of Lyons, the charming village of Lyons-la-Forêt, the former place of residence of the Dukes of Normandy which is now listed among the most beautiful villages of France, forms a harmonious group that is typically Norman. Its central square is delightfully picturesque, with its old half-timbered façades, 18th-century wooden market halls, fountains and cafes with terraces providing an ideal place to relax.
Take a walk around Lyons and other attractions will be revealed: the elegant neo-Norman residence where the famous composer Maurice Ravel stayed, the birthplace of the poet Isaac de Benserade, and a little further along, near the River Lieure, the 12th-16th century Church of St. Denis. Also worth a look is the town hall, with its court room with original 18th-century décor.
Upper Normandy is one of the biggest producers of flax in Europe. The fibre from this plant, which has been used since Antiquity, is made into clothes, household linen and technical fabrics, while its seeds are used to make flaxseed oil - rich in omega-3 acids - in the form of a food supplement.

In June, don't miss the Flax Festival in Routot market hall, which celebrates flax with a variety of activities, tastings and stands selling flax-based products. This time of year is also when the flax plants flower...the fields blossoming with blue flowers are beautiful at this time of year!
Built in the 17th century for the Marshall de Créqui, on the site where a great battle took place between the two families in 935, the imposing castle of Champ de Bataille (meaning "Battlefield"), located at the heart of Normandy in the commune of Le Neubourg, is now owned by Jacques Garcia, a famous decorator and art collector, who began restoration work in 1992, at the same time as creating its magnificent French gardens. These are listed Remarkable Gardens and were based on a sketch attributed to Le Nôtre. They bring all the splendour of yesteryear back to life. Fountains, pools and waterfalls, a large canal, coppices and box embroidery hedges, make up a superb classical-style group, with an added modern touch inspired by Antiquity.
Open to the public from Easter to the end of October, on weekends and bank holiday afternoons, as well as every day in summer, Champ de Bataille Castle has a prestigious collection of furniture and royal and princely objects. The hall of honour, the splendid Hercules drawing room, the cabinet of Chinese and Japanese porcelain, the Louis XV drawing room, the parade room, the dining room with its lovely perspective view of the garden, the reception room, and the Louis XIV billiard table are some of the gems to be admired on a tour of the grand apartments.
Lying at the heart of the Norman Seine River Meanders Regional Nature Park, on the left bank of the Seine Estuary between Sainte-Opportune-la-Mare and Tancarville Bridge, the Vernier Marsh is a huge peat bog - the biggest in France, with its 4,500 hectares! - and a listed European area of ecological interest.
Occupying an old meander of the Seine, this peaceful and unspoilt area, made up of reed beds, peat bogs and humid prairies and home to beautiful Highland Cattle, is rich in important fauna and flora: plants such as alders, pollard willows, apple trees, wild orchids, reeds and irises; and wildlife such as grey herons, white swans, common teals, ospreys and other migrant birds. Along the paths and quiet little roads, discover all its natural treasures and traditional built heritage, made up of thatched cottages full of traditional charm...
